Who actually regulates it
The Gambling Act 2005 reserved gambling regulation to Westminster. Holyrood has no power to license an online casino, set stake limits or ban a product. What Scottish councils do control is premises: a licensing board can refuse or restrict a betting shop or an adult gaming centre, which is why the fight over 24-hour opening has been fought authority by authority — as it was when the Planning Inspectorate rejected the Merkur Slots appeal in June.
The land-based estate
Scotland's casino estate is small and shrinking. Glasgow and Edinburgh retain the largest venues; Aberdeen and Dundee each hold on to one. Table gaming has been contracting for a decade while machine and online revenue held up.
What a Scottish player gets on a licensed site
A Gambling Commission licence brings deposit limits, mandatory reality checks, affordability intervention above defined thresholds, GamStop coverage and access to an approved dispute-resolution body. Those are the protections attached to the licence, and they apply identically across Great Britain.
Where offshore sites come in
Sites licensed outside Great Britain accept Scottish players and sit outside every protection listed above, including GamStop. We keep a dated reference list of the operators currently doing so, with the wagering terms attached to their advertised offers, on a separate page covering casinos not on GamStop. The short version: the offers are larger and the recourse is smaller.

Harm services in Scotland
Scotland's treatment provision is delivered largely outside the NHS, through RCA Trust in the west and GamCare's commissioned partners elsewhere. Dundee's council-led prevention pilot — the first of its kind in the UK — is being watched closely by other authorities precisely because the online market it responds to is one no Scottish body can license.
